Jordan Pickford and Will Hughes are unavailable as England Under-21s aim to beat Kazakhstan on Thursday and secure their place at next summer’s European Championship.
Sunderland goalkeeper Pickford has a thigh injury while Derby midfielder Hughes has a hamstring problem.
England will be led by Under-20 coach Aidy Boothroyd as Gareth Southgate steps up to manage the full side.
The finals take place in Poland next June.
Tammy Abraham, who has scored 11 goals in his past 13 games for Bristol City, could make his debut in attack.
Boothroyd says he will speak to Southgate but will name his own team for the game in Aktobe.
He said: “The head coach knows all the players and I will pick the Under-21s team.
“But I would be a fool not to go and have a chat with the guy who has been working with them for two years.”
